Can you build apps with ChatGPT Plus or ChatGPT Enterprise? Yes, here’s how

Yes, you can build apps with ChatGPT Plus, and with Pro, Business, Edu and Enterprise too. The piece that does the building is OpenAI Codex, a coding agent that signs in with your ChatGPT account and is included in ChatGPT plans. On its own, Codex runs in a terminal or code editor. Jig is a free desktop app that drives Codex for you and adds what non-developers need: a short interview, a plan to approve, a live preview and an undo button for every change.

The short answer

  • The ChatGPT chat window can write code snippets and explain them, but it does not create a working project on your computer, run it, or fix it when it breaks.
  • OpenAI Codex can. It reads and writes files in a project folder, runs commands and checks its work. It uses your ChatGPT plan, so there is no separate AI bill.
  • Jig puts a friendly window on Codex, so you can describe the app, approve a plan and watch it appear without living in a terminal.

What OpenAI Codex is

Codex is OpenAI’s coding agent. It comes as a command-line tool (the Codex CLI), an extension for code editors, and a cloud version that works on GitHub repositories. The local versions are what matter here: they work on real files on your own computer.

Codex signs in one of two ways. The default is Sign in with ChatGPT, which uses your ChatGPT plan’s included usage. The alternative is an OpenAI API key, billed at standard API rates, which OpenAI describes as better suited to automation and shared environments.

Which ChatGPT plans include Codex

As of November 2026, OpenAI’s Codex pricing page says Codex is included in ChatGPT Free, Go, Plus, Pro, Business, Edu and Enterprise. What differs is how much you can do:

  • Free and Go are positioned for lighter coding tasks.
  • Plus and standard Business seats come with an estimated number of local messages per five-hour window, and weekly limits may also apply.
  • Pro currently has no five-hour limit.
  • Enterprise and Edu workspaces on flexible pricing scale with credits, and administrators control which models are available.

Limits depend on the model, the size of the task and whether it runs locally or in the cloud, and OpenAI adjusts them over time. Check your usage dashboard rather than relying on a number in a blog post.

How to build apps with ChatGPT Plus, step by step

  1. Install Jig. Download it for macOS, Windows or Linux. It is free.
  2. Connect Codex. Jig checks whether the Codex CLI is installed and signed in. If not, it shows OpenAI’s install command and the codex login sign-in command to copy. Run them once, sign in with your ChatGPT account in the browser window that opens, and click Check again. Prefer an API key? Paste an OpenAI key into Jig instead; it is stored in your operating system’s keychain.
  3. Choose Codex as your assistant. Set it as the default, or pick it per project.
  4. Describe your app. “An expense tracker for my team, with categories and a monthly chart.” Jig asks a few tailored questions and offers a choice of designed themes, then writes a brief.
  5. Approve the plan. For bigger changes you see a written plan first, with Approve, Edit and Discard.
  6. Watch the preview. Codex writes the code; Jig runs the app and shows it beside the chat. Errors appear as a banner with Ask Jig to fix.
  7. Iterate and publish. Every change is a checkpoint you can undo. When it is ready, publish to your own Netlify account, download a zip, or use a Dockerfile.

ChatGPT Business and Enterprise at work

For companies, using ChatGPT Business or Enterprise to build internal tools solves the hardest procurement question up front: the AI is one the company already approved, under an agreement it already signed. What usually goes wrong is everything around the AI, where the code lives and who can see it. Jig’s answers:

  • Projects are folders on the employee’s computer and push to the company’s own git server, with private repositories enforced if IT wants.
  • IT can limit Jig to approved assistants with a machine-wide policy file deployed by MDM, and Jig keeps a local audit log.
  • Keys live in the OS keychain, and Jig works behind corporate proxies.

The page for IT has the details, and why IT keeps saying no to AI app builders covers the objections you are likely to hear.

Limits worth knowing

  • Codex support in Jig is newer than Claude Code support. Claude Code has the deepest integration today. Codex works through the same interface and is improving; if you also have a Claude plan, read building with Claude Code without a terminal.
  • You need a desktop computer. Jig and the Codex CLI run on macOS, Windows or Linux, not on a phone.
  • Your plan’s limits still apply. A big build on Plus can hit the five-hour or weekly limit. Jig cannot raise it; a bigger plan, credits or an API key can.
  • Hosted alternatives exist. Some hosted builders now let ChatGPT subscribers connect their plan. v0, for example, lets Plus and Pro subscribers count eligible responses against their ChatGPT plan, while still charging v0 credits for a platform fee and some features. See Jig vs v0 for the trade-offs.

Questions people ask

Can I build an app with ChatGPT Plus without coding?

Yes. With OpenAI Codex signed in to your ChatGPT account and Jig driving it, you describe the app in plain words, approve a plan and see the result in a live preview. Reading code is optional.

Do I need an OpenAI API key?

No. Codex signs in with your ChatGPT plan. An API key is an alternative if you prefer pay-as-you-go API billing.

Does ChatGPT Enterprise include Codex?

OpenAI lists Codex as included in Business, Edu and Enterprise plans. Your workspace administrators control access and which models are available, so check with them first.

Does Jig charge for AI usage?

No. Jig is free and never bills for AI. Codex usage counts against your ChatGPT plan, or is billed by OpenAI if you use an API key.

Does Jig see my ChatGPT login?

No. Codex signs in through OpenAI’s own flow and Jig launches it as a separate program. Jig never reads, copies or uploads your ChatGPT credentials.

Build your next app with the AI you already pay for.

Jig is free for macOS, Windows and Linux. Describe the app, approve the plan, watch it appear in the preview.

  • An AI coding assistant or an API key. Claude Code with a Claude plan, OpenAI Codex with a ChatGPT plan, or opencode with a Gemini, OpenRouter or Groq key, or local models through Ollama.
  • Nothing else to pay Jig for AI. Your AI provider bills your usage directly, the way it already does.
